Regarding ISO numbers, they are the sensor's susceptibility to light. If you have ISO 100, then it will not react to light as well as ISO 1600, but ISO 1600 creates a lot more noise because it is digitally 'enhancing' the image. Usually you want to minimise noise so you use the lowest ISO you can, so eg, you're outside shooting in broad daylight, nice easy setting, ISO 100 no problem. Now imagine you're taking a photo in cloudy conditions of something moving quite quickly that you want to freeze. If you use a fast shutter speed combined with a suitable focal length for the photo then chances are the image will be too dark. So your options are... buy a wider lens, allowing you to use a smaller F number, and thus letting more light in... OR digitally enhance the image using a higher ISO. It is literally a quick fix to brighter photos.

However sometimes you want to use a higher ISO to create a grainier image for 'mood' or 'effect'. Eg. I shot a photo of some massive bells in an abandoned clock tower. I was using BULB MODE and light painting with a torch so I was free to use ISO 100 as I could create as much light as I wanted. However since I wanted to have a bit of a classic feel to the image and add some 'atmosphere' I shot at ISO 800 and once blown to A0 that photo was one I am so pleased with. By comparison the same image but shot at ISO 100 looks too clean cut and clinical for the subject matter.
