Not a huge difference. If you have a 500Kg car (no engine), would be something like
130bhp = 220bhp/ton
150bhp = 240bhp/ton
Have just double checked this post. Surely, with a 500kg car, a 150bhp engine would mean 300bhp per tonne??
EDIT: Sorry, just noticed the no engine bit!

i know someone with a civic jordan (b16 160bhp) and with a set of cams, a manifold and decent exhaust and a remap he got around 200bhp. he also put the revlimit up to 9000rpm on the stock bottom end.
to add more to this power to weight ratio thing,
150bhp/(130kilos+500kilos)=238bhp/tonne
130bhp/(90kilos+500kilos)=220bhp/tonne
this takes into account the weight of the car(with no engine) plus the engine. So the 150bhp gives better power/weight, even though its heavier.
oh right someones already done the maths

Although with my new and old crx's the power/weight is almost identical it is quite a bit quicker. i used to equal with my m8s alfa in the D16 but leave him for dust now in the B16
