Inner Cv Boot Query

I was wondering if someone can tell me if this is right??
I took my drive shafts to a garage beside work today to have the inner and out cv boot changed. The mechanic fitted to inner cv boot with the cable tie inside the rubber (see picture) should it be the same as the outer one i.e the cable tie on the outside of the rubber?? The pictures explain better than i can

the inner cv should be cable tied inside the rubber gaitor, so no not the same as the outer gaitor

is there any particular reason for this, or can you do them with the cable tie on the outsude?

Because they are not tied to the shaft, they are tied internally to the joint itself. Meaning the shaft can come out of the pot joint and leave it intact and closed when you need to pull the drive shafts out for work on the brakes or suspension.

How do you get to the outer CV boot ?
