How did you find that the fan had seized?
Just about to go out and check the fuses on mine, cant believe i didnt check somethign so simple by now. am frequently having trouble with fan not kicking at high temp. mostly in the queues to get into mini shows which can be a bit embarrassing :s

okay, so how can i find out if it's the motor that's seized?
**EDIT** Fixed!
well, mostly. replaced thermostat and temperature sensor. fan finally comes on with engine now, shows no sign of turning off atm, but to be honest i dont care right now, id rather have it on all the time than off al the time

Thought I'd tag along on this thread as I've also been having issues with the fan not kicking in - causing steam to riiiiiise from the engine bay.
I noticed that the B9 fuse has been blowing a lot recently so have stocked up on these while we try to get the cooling sorted.
My dad has today installed a brand new fan, but as yet it is still not turning on.
I'm pretty sure we've already replaced the relay and expansion tank cap, checked all the wiring, and a whole host of other things, but nothing seems to fix the problem.
Am I looking at a new ECU or is there something that I've overlooked?

Oh, by-the-way, the car is a 98 Cooper MPI.

You can test the auxiliary cooling fan on an SPi Mini and Cooper by removing the 2 spade terminals from the lower front of the radiator, connecting them together with a paper clip and then turning on the ignition.
The auxiliary cooling fan should then spin.
If it doesn't then check the in-line fuses on the bulkhead behind the air filter box: -
In-Line Fuses situated behind air-filter on the bulkhead: -
15amp - Purple/Orange Wire
Hazard Warning & Interior Lamps
15amp - Brown/Orange Wire
Dim-Dip Lighting
10amp - Blue/Orange Wire
Rear Fog Guard Lamps
15amp - Blue/Red Wire
Auxiliary Cooling Fan (where fitted)
