In addition to what has already been suggested I'd like to add an option.
Look up machine shops (engineering works? in the UK) and find one which has either a water-jet or laser cutter. Discuss your application with them. If you find the right, small shop you'll be able to give them your graphic/logo on disk which they can import into their machining software and cut directly in stainless steel. You can have studs spot welded onto the back for mounting and then polish the badege up for appearance.
If you can't find a machine shop that will do this for you, go to a shop that does extensive repairs on car bodies and find out who has a plasma cutter. If you find a skilled person they'll be able to free-hand cut your pattern in stainless. The machine shop with a laser or water-jet cutter will be better if you're making a lot of the same part, but the plasma cutter will be quick and easy for one or two pieces.
