A surpresser surpresses! I beleive it makes reduces the amount of interference with the radio, and nothing else. However I may be wrong!

The suppressors were traditionally fitted to cars with points ignition systems to minimize the radio noise they would produce. I'm not sure why or if they would ever be fitted to cars with electronic ignition. The suppressor should have no effect on your tachometer working or not. If the engine runs (with or without the noise suppressor) the tach should work if it's connected properly and is in working order.
