Gimp is good, but it's really a collection of open source apps so it opens separate windows all over your desktop rather than a single program screen

Newsflash - just had a nosey at Google Drive it has an online editor Pixlr that will do what you want. In fact you can use it directly http://pixlr.com/editor/

im not sure if it has been said but i use pixlr editor,
