Minis and many other cars up to around 1970 just had a key switch and no steering lock unless the law changed after that date to require a mechanical lock I think that would suffice.

My guess would be that the law was intended to stop cars being started accidentally, by kids playing in them and the like.

How does it stop kids starting the car by accident? if they have the keys then the lock comes off if you try and start the engine and the fact that the steering wheel doesn't turn has no bearing on the engine starting at all?

I'm just going to fit the battery cut-off and hope for the best.......

Just don't use the terrible plastic FIA type, they don't last.

Nah, every car manufacturer in the world just decided to start fitting expensive and troublesome combined steering locks and ignition switches at the same time as each other for the sake of it! :) There is very little fitted to any car that isn't required by law in some country or other, manufacturers don't enjoy spending money.

A google for SVA regulations might give a definitive answer.

Honestly, it is illegal. I looked it up before for someone else and read through the Construction and Use. Also I just searched this very forum and found that it is actually listed on the MOT as a direct fail if the factory steering lock is missing.

But you know what, who cares? Every few months someone comes on here and says they are going to fit one of these things (normally in a very poor, dangerous and substandard manner like the last one I remember with the wiring done in the twist and tape method) and I or someone else will point out that it is illegal and that we've looked it up in the past and found out what can be done about it, then a handful more people will come on demanding more proof or simply refusing to believe us and then I or someone else will go off and waste more of our own time researching the law on their behalf, simply because we would rather they didn't get into trouble for anything. So in short, do what you like. We've told you it's illegal, do what you like.

Going by the sva rules then,an imobilizer from Halfords will fill every requiment from that book.

EDIT
No wait a moment,an imobilizer wont dissable ant part of the controll system and a aftermarket anti theft
lock is not a perminant fitting to the car.

Leave your steering lock on.
