just gave the mini a bit of a service and noticed plugs in 1 and 2 are a bit sooty. 3 and 4 look fine.
Any ideas where to start ?

Check the plug gaps

Check the resistance of the leads

Check the rotor and cap contacts are clean

Check there's no air leaks on the carb/manifold gaskets

Check there's no leaks on manifold plugs

replaced plugs, cleaned rotor cap and contacts. looked a bit scored on one corner of each contact in the cap.. haven't measured the leads yet. had enough for the evening replacing the starter motor

I have a similar issue. In my case it's 1 and 2 running lean and 3 and 4 rich. 1 is more lean than 2. I have newish accuspark, rotor and cap, newish leads, newish plugs. I haven't checked for vacuum leaks yet but gasket is newish and carbs rebuilt and reasonably balanced from what my limited experience with tuning carbs and a length of tube tells my ear.

As a test I swopped the dashpot assemblies to see if it made a difference and it didn't.

Is it possible that my valve clearances are out? Or unlikely to be valve clearances?

It sounds like one jet is stuck down or set up lower than the other.
Remove the suction chambers and set both jets to the same height below the bridge using a digital vernier gauge.

I've done that.
