Parking Brake Handle

Short of cutting off the rubber portion of the parking brake is there another way to get it off?

If you mean the plastic/rubber grip otself they just pull off. It may be stuck due to years of use. You could try getting a thin tool (I have used an old hacksaw blade ground down to a suitable size, using it to slide under the grip to free it up. Then pull it until it gives up.

An old mountain bike grip trick we used to use, when grips were slide on as opposed to lock on, is apply the method Steam has described above then spray hairspray down the opening. It does a great job of working it's way around to release. I suppose you could spray anything down there, but hairspray isn't as messy as say WD40.
