Lucas DR3A wiper motor , dated 10 63, struggles even with a wet screen. Is there a sympathetic upgrade for this?

Clean out the old grease and repack it. Likelyhood is it has solidified.
Grease up the operating cable lightly.
Also check the brushes.

gazza 82, all these things have been done. Could wiper blades cause sticking if too old?

Take one off, see if it makes a difference. Try rigging it up with a direct supply, it could be resistance in switches or wiring.

The wheel boxes can get all gunked up as well at which point you're working against a lot of resistance, mine were nearly siezed solid. New ones not expensive or hard to fit at all.. have you done that already as well.
If not make sure you get the right ones with the right number of teeth for your cars age. Can't remember what the switch over point was but I know there are two different types

And, believe it or not, a dirty windshield will cause a lot of drag. Now, I'm not talking about real dirt you can see. I'm talking about very fine particles that are so fine you can't see them.
Take a clay bar to the windshield just as you would to the paint on your car. You might be very surprised just how much dirt is there and how much slicker the glass will feel. Doing this probably won't cure the problem but it will improve things a wee bit.

I use rain x on my screen.. certainly saves the need for constant wipers as the aerodynamics (like a brick) allow the fluid on the screen to disperse..
