If no breather system on this engine, then block it. A breather of some kind is preferred though for several reasons, including reduction in engine internal corrosion and reduction in oil leaks. The CCV version - provided by this type of carb - is perhaps the simplest and yet the best of the bunch of different systems from over the years, but does require keeping the oil-filler and the dipstick seals in good condition.
The other pipe (rearwards of it) is the fuel overflow, in case the needle-valve fails or the float sinks. I put a clear neoprene pipe on mine and route it, away from hot things, to underneath the car. Otherwise petrol overflow would drip on the exhaust creating a strong under-bonnet vapour ready to be ignited by any electrical spark.
