Tie Bar Bushes - What Do I Need?

I took the mini out yesterday having finally got the engine running happily and hadn't got far when the offside tie rod popped out of its mounting point on the front subframe. I managed to gather the nut and flat washer as well as a cylindrical part with the same OD as the flat washer (?? It's possible this wasn't from my car - I can't see an equivalent part on the other side).
 
It's a 1991 Mini City E (although I think the front end has been replaced).
 
I've got two questions:
1. Should there be a bush on the outside of the subframe as well as the inside? The description on Mini Spares for C-STR627 suggests so, but the parts diagram doesn't (see below). 
2. Is it worth getting the C-STR627 uprated bushes for general road use?

Yet again that picture is not a parts list or an assembly diagram.

there is no tube. There are two rubbers per side and there are two metal washers per side. One dished.

You can fit what ever you want bush wise, but don't go harder than the uprated ones, the thing that would worry me more is the fact that the tie rod came out in the first place, personally I would go round and spanner check the whole car.

Haynes manual. 69/84. No corresponding diagram in the 69/2001 book but a picture that looks the same.

As shooter says.. these are not meant to pop out......

Check everything twice.. even put a touch of paint on the bolt. That way you know it is checked and can see if it moves at all because the paint will be split..
