Tickover Speed Too Slow With Cold Engine

Now solved!  Using Memsfcr I could see that the IAC steps value was far too high.  On checking the Idle Stop Screw (The screw that should never be turned!) I could see that the lock nut was not locked and that the screw was wound out.  Using Memsfcr I adjusted the steps to approx 35 and locked the screw.  Perfect hot tickover, and perfect cold start this morning.

I recently purchased a 1995 Rover SPi Cooper which had a high idling speed, approx 1500 rpm. Following advice from the forum I found that the vacuum tube from the back of the manifold to the air filter was disconnected. After reconnecting, the idling revs dropped to approx 800 rpm when the engine is hot.  The problem now is that with a cold engine, the tick over is so low that  I have to blip the throttle to keep it running.  

Any thoughts?

Previous owner may have tried to adjust idle by moving the throttle cable , it may need to be reset.
