I previously submitted this with steering rack in the topic title.  It should read steering column

 

I have a 96 JDM mini.  It had a drop down bracket installed but I had to remove it because I have to remove the steering wheel to get in and out of the car.  I found a youtube video that said that there was a U-bolt under the pedals and carpet but that was for a MK1.  I can't get the steering column to move up.  Any help would be appreciated.

the rack U bolts are still relevant I think, reason being to alter the angle of the steering column, the rack will have to rotate in its clamps

 

4 nuts, 2 each about a foot either side of tunnel under carpet, will need loosening to allow column to raise and lower without damaging splines, then tighten up again

 

after making sure there's definitely not still another bracket or bolt or anything else stopping you from changing the angle of the column

 

some cars have a sort of UJ at the bottom of the column to allow adjustability but the mini does not, its directly connected on to the rack spindle

 

unless I've misunderstood what you're trying to achieve ?
