I see the costs of required security was an issue. This was the cause of the permanent discontinuation of a local car show in the town where I live a few years ago. They used the grounds of the local school and the entry fee was £2. It was a laid back family day out that went into the summer's evening with live music. The organisers found they couldn't continue as the government now "required" them to provide security for an event that really didn't need any security. For that sort of event it just wasn't worth them continuing sadly. The joys of ever increasing government - their only function seems to be to make our lives more expensive, difficult and joyless.
