I recently bought my Rover Mini in the US. It's a RHD from the UK. I'm trying to get the headlights to not shine into oncoming traffic. Does anyone know how to do this?

The pattern of the beam is in the headlights themselves, they way they are made.

 

It's sometimes not marked, but many have a RH or LH marked on the glass.

 

I'm sure if you look around locally in the US you won't have trouble finding LH 7" headlights. It's an easy swap.

Replace the headlights with LHD ones.

You will need to change the headlights. LHD Minis used Lucas European 700s, which you can still get now. As you're in the US, take a look at Mini Mania:

Also I believe Mini Sport are in the USA and I am sure will sell the correct lights you need

Or if you can find any, UK cars traveling across to the European mainland by ferry or channel tunnel would fit these 'period converters' below to modify beam and because at the time France preferred yellow headlights as they were said to reduce dazzle...
