I’ve got. 1991 mini city with a 1380cc with a kent 286 cam.
Is there any reason it shouldn’t pass a mot on emmisons? I’ve been told that it won’t pass due to the cam by the garage

The only way to find out is to have it tested.
Is it still on SU carbs ?
If so, you could lean the mixture, which might help a bit

yep its got a HIF44 carb on it.
Its been through MOT before with same engine but they are saying laws have changed and it wont pass now.....

This is a reason why I don't like A+ blocks.
With removable tappet chest covers, it was only a couple of hours work to change the cam in situ, --- pass the test with a standard cam and swap it back in the evening.
The lumpy idling doesn't help, so you could try getting tick-over up to 2,500 RPM.

Your 1991 car may or may not have had a cat, only the manual will know. I'm sure cats were 1992 onwards BUT it can be argued that the engines haven't changed from the 80s sooo they don't need a cat to pass

The original Cooper S engines did and also the engine in the 1300GT I seem to recall was basically the same.

1300gt didn't have tappet covers. It had improved components over a 1275gt and a head shared with a mk3 Cooper S
My 1300 GT has tappet covers, and so does my 1275 Cooper S.
