No, they are included.

 

I presume the Minis untaxed and stored away before SORN came in are not accounted for:-

 

"SORN isn’t needed if your vehicle was last taxed before 31 January 1998. If your vehicle's road tax ran out before SORN was introduced, you do not need to declare SORN or declare in any other way that it is off the road. Neither will you receive any tax reminders. It will only come under the SORN system after it is re-taxed and put back on the road for the first time."

 

You are right, but I don't think it alter the broad picture.

Even if the ratio is changing from 2 SORN to 1 Mini licenced towards 3 to 1, those "SORN" Minis did not come back.

Overall the trend for the last decade is to loose about 5 to 10% every single year.

In the corona years the trend had flattened for the licenced Mini to about 2 to 3 % but the SORN numbers lowered accordingly, so yes, while corona more SORN Minis has gotten brought back to life, but the combined numbers sadly were stable between minus 5 to 10%...

 

Also might some of the SORNed ones have been scrapped? When you scrap it I assume you're supposed to fill in the V5, give it to the dealer, and he's supposed to tell DVLA. But in practice I suspect many people have lost the V5, don't care, and just want rid of the car. The scrap metal dealer can't be bothered with paperwork.

I've always struggled to work out how SPI Coopers there are. The Rover Cooper category appears to start in 95/96 so presumably these are MPI models? There are lots of special edition Rover Coopers and I wonder whether the SPI models are limited in their own right.

The graphs about tax/sorn starts all about 1995 - for more details there is a tab called "years" but you have to know which years offers which coopers, as the RSPs should be also somewhere in there - and there are multiple categories that contains coopers. So in the end you could make an educated guess.

Sadly the very good website austinminiwebsearch.com seams to be down...

Definitively I think so, but there I have no assumption or educated guess for as we germans only know registered and not registered cars. And not registered can mean both as SORN or scrapped...

I think.... I could be way off, there where about 2.5 million of the almost 6 million made sold in The UK and it seems around 25k left driving around so 1%. So for every 1 Mini you have on the road then 99 of her sisters have rusted away!
