I should add that the original question was about leds in general. I am using the leds in my headlights, but needed to also minimise current draws from 4 driving lights and was confused about this issue.

Don't change the ignition/charging bulb .. LEDs don't work in that particular circuit.
You'll need to check your own local laws re LEDs in headlamps ... but a friend of mine in Uk who owns a garage and MOT Centre told me the other day he's had to fail a number of cars with poor headlights recently and 99% of them had LED bulb conversions ...

This can actually be done, just fit a 75 ohms, 5 watt resistor across the LED.
