Yes it does need a valid MOT to transfer a reg, even if exempt.

Does a car need a valid MoT to transfer a registration off it?
That always the way they stopped people plate raping scrap cars.

Hi recently put my mini on the road had definitely been off road 6yr I know of I filled in v112 took log book to post office they taxed it for free and sent off log book which came back as historic vehicle never been anywhere near testing station.
