My mini is a 1994 Mayfair so has a standard 1275 engine.

The balancing cut outs are standard from the factory. As is the cut out to clear the dizzy drive.

You'll find that the semi-circular cutting on the webs are to clear the Distributor drive and the more square cut outs were for clamping the crank in the factor to drill the Oil ways - if this is what you are referring to.
The Big End Journal does appear to have some wear in it, it's likely the Crank will need a Grind.
