I think so...
"General Paint Gulf / CL 2311W / #c9dfec Hex Color Code. The hexadecimal color code #c9dfec is a very light shade of cyan-blue. In the RGB color model #c9dfec is comprised of 78.82% red, 87.45% green and 92.55% blue. In the HSL color space #c9dfec has a hue of 202° (degrees), 48% saturation and 86% lightness."
Edit:
The actual color names for the Gulf Racing Team are 3707 Zenith Blue, and 3957 Tangerine.

Now that's a complete answer!
Thanks. I went to the paint supplier and zenith 3707 is not known to them so I shall try the other bit and see where that gets me!

The paint supplier I use was unable to identify Gulf Blue.I ended up with an elderly VW blue (polo) which is too bright blue.Steve..

I can ask my painter at the bodyshop, but I'm not back there until Monday.
CL 2311W might give better results, but I'm a panel beater/builder, paint is not my main domain.
Will try to remember on Monday if you still need me to.
