Oil Control Rings Problem?

Upon hand turning my 998cc cooper engine the piston seems to bring oil up the bore and leave it there upon going down again. Is this normal?

This is on the way up where I have wiped it away...

If there is oil above the rings it will be visible. That’s how rings work.

 

the oil control rings job is to not let oil pass. Normally keep it in the engine. But if there is some above it does the same.

 

when you took the head off some will have got into/onto the bores.
