Just to close this off.
After 3 weeks of soaking with plusgas it still wouldn't move so today I attacked it with an old screwdriver and lumphammer. Managed to move it slowly up to the other end of the shaft then had to whack it back down again. After a bit of to and fro it started moving freely so I cleaned it all up and reinstalled.
It's turning over fine now so that's the starter motor fixed.
However it is struggling to fire. When it does it only runs for 5 seconds or so before dying. It feels like it's running out of fuel and the tank is very low from when it was last shipped so I'll put some more petrol in and see how it goes.
These things never end!
