I just sent mine to the DVLA with a covering letter and they changed it.

Calling DVLA these days is simple too, worth asking them over the phone as they might have a fast route to gain a historic tax class.

Hello
I installed a Subaru 2.0 petrol boxer engine into my 1982 VW Camper Van - changing the engine from a weedy 1.6 diesel that barely achieved 60mph to a very fast motor indeed.
It is not - I repeat NOT considered a substantial change by DVLA
and I will qualify for the no tax and no mot exemptions.
I totally get that people will say """"wheaaaat !!!!!!!! of course a Subaru engine in an old camper is a substantial change""""" -
But it is not and I know this to be true because (rather than asking for opinions on a forum of what is considered substantial ) - I contacted DVLA direct detailing the engine change - increase in BHP VIN and reg no and of donor vehicle etc etc.
I have a case reference and e mails from DVLA to confirm all correspondence.
BUT.... Don't take my word that you will qualify - e mail DVLA direct yourself -- detail what you have changed, and see what they say -
At end of day its self declaration anyway ......but so is declaring an accident when you change insurers - it won't matter - until you have an accident than you will pay dearly for being economical with the truth
