I would suggest you look at this site for some guidelines.

Obviously it depends on how far you go with the rebuild, but personnaly I would replace all the "usual" components.  If gears are damaged in anyway then of course the cost goes up more, and I would have the diff re built as well at the same time.

 

I would also go for the 1275 GT "setup" if possible (Minispares do the parts for the A+ version now I think)

What year Cooper? Try another rev counter and check the speed vs sat nav.

If your speedo says youre doing 50-60mph at 6k rpm then youre definitely going faster than what is indicated. Id try level setting with a gps speedo (google maps has one in its latest update).

 

Just to give you some indication of how far out they can be. My Mini has a set of green Cooper clocks (mis)matched to a Metro 1275. The maximum I have ever seen out of the speedo was 75mph. I was actually doing 100mph @ 6k rpm with a 3.4 diff!

Metro clocks were 1000tpm iirc, but the tyres were bigger too. There's info on that too on Guesdworks' site.
