Sorry I wasn't clear enough  ....... I do not mean that the tie-rod turns in the rubbers during driving.....but when you regulate  the caster , the tie-rod is turning in the rubbers and when you would lubricate the rubbers/tie-rod you make it easier to turn or doesn't this make sense ?

Its not spinning like a top is it?You don't turn it every day?Don't over think it(I know its easily done),Steve..
