Yes, looking at the inside, latest pic you can see the capped pipe lines up with the float valve. the profile on the outside of the casting shows how the other 2 1/4" pipes and port on the filter mounting face are inter connected.
If it's of any interest, you can also see the overflow pipe has a smaller bore. That's how the weakening device works...
When the throttle is only just open the pipe on top (the other you capped) sucks air out of the float chamber, reducing the pressure that would push the fuel up the jet. The overflow bleeds air in, so fuel isn't also sucked out of the float chamber and regulates how low the pressure goes by virtue of its smaller bore limiting how much air can pass through it.
