I used PVA to seal, then screwfix trade branded grey floor paint. Worked ok, not as good as some of the epoxy 2 mix stuff you can get (used in garages, mot stations etc) but was ok for home use.

My daily driver was always garaged and putting it away with hot tyres resulted in the paint lifting at the contact patch between tyres and floor after a few months.
In my current house I went for a two pack epoxy and whilst it lasted a lot longer I am now starting to suffer the same lifting of paint after 2 - 3 years.

I've used stuff from Toolstation before, it will wear off over time (I'm sure most paints will) but a 20 quid tin will do the floor so it's not exactly expensive to re-do.
Don't get the non-slip stuff.

I was going to go with the epoxy 2k stuff but apparently you can make a complete mess of it if the temperatures etc arent right....

Old is good for concrete, if it's just a few months old the paint will lift. Attacking it with a pressure washer first could be a good idea.
