Is there supposed to be a flat bit on the steering columns splines where it connects to the steering rack at the floor?
I can't tell on mine if its meant to be like that or has it worn away?

My first reaction was no, there shouldn't be any missing splines. However, if you think about the way the pinch bolt works there probably should be a section of missing splines either side of the split. Hold on a few minutes and I'm sure someone else will be along with a photo.

Your right they look worn in your picture, but not as worn as in mine.
Suggests that the bit by the pinch bolt is the first bit to wear out maybe?
Worth pointing out though that I hadn't had any problems with steering, I have removed the column for a general resto.

Could be that when you tighten/over tighten the pinch bolt that it tears off that part of the spline because that part will try to squeeze together and is softer than the column itself?

Since you have seen the damage, the question is: Are you ready to dy yet? If no, do a proper repair.
Buy new. You won't like it when your car is -all of a sudden- is not listening to your movements of the steering wheel.

I seem to remember that the older inners had splines all the way round including right up to the gap whereas later (aftermarket?) inners were more like the ones in the first photo with the splines stopping short of the gap.
Also, the pinch bolt hole in later inner shafts (that I have seen) is drilled slightly further out making the interface / interference with where it connects onto the the steering rack shaft less.
