size of wheel has very little to do with cost.
the time and materials are very similar.
but there is a guy on here that advertises interior trim work ask them.

Trimperfect.co.uk done a red leather mini 30 steering wheel for 50 quid plus post, it looked really good.
They repair and paint them though.

Does anyone know of any decent/cheapest place to get my steering wheel re trimmed? It's only a 13" mountney and most places want around £140 to do it, which I think is a bit too much for a small steering wheel.

£140 is an absolute bargain for a steering wheel retrim - it's a full days work (minimum) plus materials.
Sadly, it's a dying art because it's cheaper to buy a new one (made in China) than to have your original one retrimmed - it won't be long until you can't get a steering wheel retrim.
Unfortunately, it's not a skill worth learning these days, as no one wants to pay the money to have them retrimmed and that's why non of us here at Optimise have been bothered to learn the craft (a sad fact about modern throw away/China import culture, that drive down prices and drive out traditional crafts).
We used to have a guy who could do it, but he retired about 3 years ago (he was an ex-Bentley trimmer so he had been trimming Bentley steering wheels since the 60's). Coincidently, although we used to offer steering wheel retrims (for the 3 years he worked here at Optimise), we never actually did a steering wheel retrim, as not a single person thought it was worth the £200 ish.
