How Will you bring it to Belgium and put it on the road and insure it legaly?
Its not something that is that easy to do here so I genuinly wonder.
I cant even import an italian abarth with a factory rollcage due to the MOT guys acting up.
Imagine finding an insurer for a 160 bhp Mini.

good question, easy answer, pay attention ;)

Buy a classic Mini in Belgium. STOCK!
Register it as an oldtimer, followed by the obligatory single technical control for oldtimers.
At that point you didnt do a swap and your mini is original, so it will pass the oldtimer check, thus you ride with O-plates.
So far so good.

Here comes the gap/unknown/trick/whatever you want to call it....
Than, swap the engine using this 'Attest van Motorvervanging'
http://docdro.id/0rNjkSo = just simply fill in that form compagnied with a request for registry at the DIV.
DIV will send back your adjusted papers with your new engine spec (kilowatt)

As you know, in Belgium, at this moment, once you let the car undergo a technical check for oldtimers, you never have to go again.
For now I say (...because there're rumours oldtimers must go every year like every one else)
What is stricking is the engine part of the 'Attest van Motorvervanging' form.
You could make up whatever you want, because at this point nobody ever sees the car!!!!
Its all paperwork from a distance from here on!
Of course you better fill it correctly in case of an investigation after an accident.
If you have the necessary data of your new engine (ask the builder) and fill the form already, just await your new papers to be send to you without actually doing the swap...you don't have the risk paying an engine swap that won't be approved on official papers afterwards.

So:
If you send your request and eventually they (DIV) dont approve, you didnt lose anything. Keep riding a stock Mini...
If you receive your adjusted papers, you can start building your Mini Tec :)

Unfortunatelly I cannot do all of this at the moment, because I want to buy a house first, 2 years from now, at the soonest :)
I can only hope that by that time the rules and gaps in the procedures havent ruled out the possibility to do a swap legally.

But Dusky, be my guest and test the system! :)

I know about this system. And sadly I also know the limitations of it. ( Having used it to swap a Mustang engine)
You must use a pre 1968 Mini for this to be possible ( after 1968 you need to ask the brand or gouvernement if you can do this, wich they Will never allow (been there done that ) "Indien het voertuig voor de eerste maal ingeschreven werd vanaf 15 juni 1968 dan zal de wijziging enkel mogen plaats vinden nadat u het akkoord van de mandataris van de constructeur van het merk bekomen hebt. Indien de mandataris van het merk niet meer bestaat, dient u zich te richten tot de regionale overheidsdienst die dan eventueel een attest van goedkeuring zal afleveren"

Your second, most intresting problem is insurance. I cant think of an insurer Im belgium for highly modified cars. It was Easy on the Mustang, Just a 289 to a 302 swap, but this seems a lot More intense!
Wish you All the best!

no, literally follow my description.

You do not need to contact anybody

Fill the Attest and just send it, no need to ask anybody anything.

Some pics of the guy who did it with a 1986 Supra who did an engine swap.
He also helped a few others and it all worked out.

If you ask permission, I dont know who you asked specifically, you most likely wont get it indeed.

The clue is this sentence:
15046394_10153927399957116_2063117316_n.

If the car is at least 25 years old = oldtimer :)

1. Get it registered as an oldtimer first, than...

2. Send these 2 papers to the DIV

This is what you get in return.

Here was his original pink paper...look at the difference in KW

As for insurance, he showed me screenshots of mates who shared their positive stories from insurance

Ethias - Leuven, Oldtimer Group insurance

KBC

...

You could also say, insurance cannot deny you because they see you got the right papers from DIV....

Add him on facebook Jef Broos.

He's a friendly dude who is willing to give you all usefull info and tips.

Most importantly, he's done it for himself and friends.
