What is the deepest panel imperfection that can removed with high build primer before you would have to use filler to get a flat surface ?

Primer is only a paint at the end of the day so not much its only for very mirror imperfection any thing to much youll get sinkages etc

I'm talking about things like minor scratches and small pin holes in filler from sanding and the odd stamping marks from panel pressings. Not talking 1mm deep marks lol. Just wanted to make sure it will remove these

If you have scratches from something like a 400-600 grade abrasive then it will cover them well. It wouldn't cover a deep 'key' type scratch though. It varies a lot dependent on brand, oddly I find Halfords stuff to be very good. It's the only Halfords paint I use.

If you are using a good 2k high build primer it will cover upto 180 grit scratches with a good three coats but if you are using a can I would not go for anything more than 320 grit
You are better spending more time on the prep than trying to cover it with a product that's not upto the job

It is possible to get well over 2mm depth of build with a good high build primer. The stuff to use is the yellow 'spray putty'. Some other primers are called 'high build' but they are only thick rather than spray putty.
For small local imperfections you can get 'knifing putty'.

Thanks everyone. On the filler I start with 8 to get a bit of shape then move to a fine grit to get scratches out and get it as smooth as possible. I need to just get the passenger side into some primer for now then I'm going to go round the car and get rid of any really deep scratches/pin holes with knifing putty. Got a few weeks to deal with any issues before I buy paint.
