All sorted, bought some anti silicone additive, 50mls 7 quid, gave it 2 thick coats no problems then flatted back as there were a few marks from the steel itself showing so then gave it a final top coat, looks very nice, thanks to all who gave advice, cheers have a great Christmas ☺

Should have used anti silicone addertive, you still have silicone in the primer coat.
How though if he has taken it back to bare metal?
There wouldn't be any primer on it to have Silicone in it.
I would say the contamination is from elsewhere in this case.

Have seen it many times in the paint shops, you flat the primer down and reprime and it looks like the fish eyes have gone then you put the colour coat on and more fish eyes.
only 2 solutions, either barcoat it or use anti silicone addative in all the paints.

Yes, all coats. it cost only about £10 per bottle and you only use a couple of drops .
