From the description of the item it seems that all it does is mess with the resistance of the manifold air temperature sensor. I think (but can't be sure as I've never heard of it) it is trying to fool the ECU into thinking that there is a greater mass of air to mix with the fuel, so it adds more fuel. I don't understand why though because cars have more than one way of measuring the mixture and any with lambda sensors will just be correcting back all the time and reporting sensor faults all over the place. Don't sound MOT safe to me as it's got to mess up the mixture quite imprecisely if it is a one size fits all deal. Not good for your cat to mess with the mixture without careful setting up either, and they're expensive to replace. You need to play with the map really.
I may be quite wrong about the device 'because like I said I've never heard of it, but it seems awful cheap to me for that much power. If it was that simple then why don't Superchips do it that way?
That's my opinion anyway, unless someone knows better.

Not a scam as such but the results are very questionable. Some of these actually do work while others may even make the car run worse...

stay well away.
these are well known amongst the saxo clubs, basically is is a 20p resistor that sits on the air temp sensor and fools the engine to bung more fuel in.
hence running rich, and as everyone knows thats not good.
ive heard of a couple of guys fitting them to saxos and theyve run rich to the point of breaking the engine.
