Does anyone run twin HIFs on a mini?
Which manifold did you use and how do they drive?

You would need the manifold for twin HIF carbs, you can get them from Mini Spares, etc for about £60 ish.
Saying how they run would depend on the spec of your engine, twin HIF 44's would be a big over kill on most road engines. Its not realy worth going to all the expense of getting the set up, when a single HIF 44 is more than suitable for engines up to the 100bhp mark.

Is it the same manifold as for twin HS4s? I already run a pair of these and would like to modernise them a bit, so I was thinking of twin HIF38s. Do they use the same linkages as the HS4s? Do I need a left and right HIF or are they all the same?

My mate ran twin carbs on his mini , payed a fortune to have them balenced and tuned and it ran like a dog and was thirsty , so we fited the single carb back on and it ran sweet , it was quicker and more ecomomical !

I have never had problems with twins. Once they're set up properly they should be far more responsive and at least as economical as one big'n. They can be a pig to set up in the first place, mainly because until recently the only set available new (made by Butec) that claimed to be for Minis was actually built to the Midget pattern. You need to swap quite a few parts on this set to get them running nicely.
But once they are set they seem to hold tune for ages. I don't know why they have a reputation for going off tune quickly.
