I'd reconnect it, your oil seals will work marginally better.

And, don't forget that the burned gasses that pass between the piston and cilinder wall (blow by) have quite a lot of water damp in them that mix up with your engine oil to form nice black mayonaise in the rocker box. When you disconnect the positive crankcase ventilation a lot more water remains in your engine block. Do you remeber the white smoke coming out of the exhaust pipe when you start up in a freezing morning. That is water damp. In the summer there is even so much water in the exhaust, even when you don't see it because it is not condensing in the open air.

The other end is connected to the Oil Separator? or is it the crank case breather canister?
I don't like it loose just hanging behind the rad,does it need a jubilee clip to connect to the carb?
Ive just noticed one of these on minispares.... would this be better than plugging it back in the carb?

No, this is wurst. It is just ment for cleaning the air that goes into the crankcase because of the suction that you get with the crankcase ventilation tube connected to the carburettor foot. The system is called 'positive crankcase ventilation'. The word positive is indicating taht a smaal vacuum is applied to the crakcase.
