if you are running a standard pulley with rubber bonded damper then they are balanced. it you have put it out of balance then it is trash as you have caused it to come unbonded from the pulley. the chances of this are silm to Zero.
i would look at other problems.

How's the tension in the belt?
If it's over tight it'll ruin alternator and water pump bearings, I wonder whether this would give the symptoms described?

The Pulley is actually a Harmonic Damper. If - IF - this is the problem and they do 'let go' usually from oil being on the Rubber in them, them I would strongly recommend NOT running the engine until it's sorted, you run the risk of a busted Crankshaft.
If it's only been vibrating since changing the fan belt, to narrow down the issue, take the fan belt off and go for a very short drive, if it's still there, then it could be the Harmonic Damper, if it's gone, then I'd suggest having a look at the belt itself and also the fan.

Will do will have a look at it tomorrow on my day off take the fan belt out and have a quick drive up the road and back dan
VERY quick.
Remember with the belt off you're not spinning the water pump (the alternator light should also be on)

Yeh no water pump or fan so gets hot quickly know this from when the belt snapped the first time
erm. so before this belt change it snapped and you over heated?
