Fill it. you cant really do anything wrong. as when you put the plunger in it just get burnt off.

In this case, "fill it" means, look at the inside of the carb with the plastic dashpot damper/filler removed.  You will see a center hole that is a steel tube.  Fill that inner tube to about 1/4" below its top.  Do not fill above the top of that inner tube.  As stated above, overfilling won't hurt anything but you should develop a feel for how much oil should be in there.  Oil above the top of that inner most tube will just get sucked out of the carb and burned.

EDIT:  The image below is from the Burlen (SU) web site and shows how high to fill with oil.  The picture below that is from the V8 Register web site and shows the same information in a slightly different/closer view.

As Nick says, you can't really do much damage by overfilling apart from a bit more oil covering the carb or going into the motor.

With the older HS type carbs which have a small vent hole in the damper cap you can check once you have filled the carb. Refit the damper cap and tighten down, then using your finger slowly lift the piston all way to the top. If there is too much oil you will see this coming out of the small vent hole in the damper cap (worth having rag in place to catch the surplus as it shoots out...).

This does not apply to HIF carbs.
