I have a tin of brush enamel that has been used to paint the block with. Can this be thinned down and sprayed for things like the rocker cover, timing cover etc?

The short answer is "probably".  As with all painting, prep well and use a compatible primer for the top coat.  Generally enamels thin with mineral spirits and applying a second coat has to be timed "just right" to avoid lifting the first coat.  Practice on a piece of scrap before working on your valve cover.
