I think he's spraying, aye. But the nominal thickness of the Rusto / Dulux etc. coats is greater than 2k etc. Atomising it through a sprayer would (in my head) make the applied coat thinner still.

 

Spraying should mean the coat dries faster, enamel paints are pretty inert unless you pour 2k / celly thinners on them or something.

You are using mineral thinners / white spirit aren't you?

brought the rustoleum thinners... like I say did nothing different on this coat to any of the others...

 

started rubbing back now, so try again :D

I had the same problem with moths, seemed to take great delight in skimming across the surface leaving little dust marks like some kind of insectoid bouncing bomb.
