Selling the shell with no V5 isn't illegal, as it can be used for Autograss, cut up as a trailer etc. We can't really ban the sale of them on the assumption that it could be used for ringing. Logbook sales though as plain and simple illegal, so we have an outright ban on that.

not all did.
I have picked up a few brand new shells from Longbridge with no ID on them at all.

Not always, no, but someone could sell a second hand shell where the car has been scrapped, or where the car has been reshelled with a new Heritage shell. The old shell could be cut up and used for parts, for a trailer conversion, for repair sections etc.
I knew of MK1 shell that'd never been registered on the road and had only ever been a motorsport shell. That left Longbridge in the 60s with no ID as such. It belongs to a user on here, it may still have no ID on it as it was one of those looooong-term projects that may still not be finished. That could be available second hand at some point.
It then becomes down to the buyer to check with the seller why they have a second hand shell available for sale. It's not an illegal practice so we can't stop it from happening on here.
All we are really interested in (as a forum) is preventing people from being able to ring Minis and keeping the adverts on here legal.
