'Mini 1000' was the way that any model with a 998cc engine would have been badged in the 70s (as different from a Mini 850, with the 848cc engine). Both 850 and 1000 models were available with a range of trim levels, although the original City was only available as an 850. (See https://www.somerfor...ge=page&id=123, which shows you that in the late 70s you could have an 850 (standard) or 850 Super deluxe, or 850 City, and a 1000 (standard) or 1000 Super. These were then rationalised into 1000 City and 1000 HL, with the HL later becoming the Mayfair )
So basically any 1980s 998cc Mini is descended from the 1000 in terms of its engine. In terms of the interior trim, City succeeded the basic trim level while HL/Mayfair replaced the Super (deluxe) trim level. But both were upgraded through the run - e.g. from the mid 80s the City dashboard was revised with 2 clocks in front of the driver rather than the single central clock of the earlier model, and there were changes to wheel size, amount of chrome, etc., too.
