You can buy special tools for the job but you don't really need them, all you need is a pair of mole grips and some water pump pliers(well that's what I use any way)

As you can see you use the mole grips to clamp and hold the wheel cylinder in place. This then leaves you with 2 hands to deal with that pesky little clips!!
All you need to do now in start the clip off in the groove and either tap it into place or use a pair of water pump pliers to pull it into place.
Job Done!!!
