Surely the thread lock on the lower end of the stud has no significance whatsoever when torquing the nuts on the top end? If the studs are at least moderately tight in the block, the "tension" faces of the threads will already be in contact, and that will not change when the nuts are torqued up.
I hope that no-one is going to use locking compound on the nuts, as it will cause complete havoc with the relationship between torque and tension.
