To clarify the need for the hot water connections somewhat. This has been discussed here recently, and I think most people agree that in the UK it is pointless. Carburettor icing occurs at the venturi, in the carburettor, not in the manifold, and manifold heating does not help that at all. In some parts of the world, certain carburettors were fitted with an electric heater, which is useful, but only when needed. More mundane Minis simply had two positions for the air intake, one close to the exhaust manifold for winter, the other well away from it, to get cold air in summer, and that was sensible. Manifold heating is useless during warm-up too, because it takes ages for the water to become warm enough to do anything useful. And, at running temperature, you ALWAYS get more power, the colder the incoming fuel/air mixture, as it is more dense, so a cylinder full contains both more fuel and more air than if it was hot.

So, at best there is a performance loss. Not worth the cost of fitting a couple of rubber hoses....

Thanks.

No idea on the build other than it was a freshly rebuilt high compression engine that was purchased by previous owner from Lincoln Minis... but it doesnt run too well... wont go past 50 unless choke is out. Someones going to look at it on saturday.

The issue may be to do with the fact the servo connection is not sealed properly and the other pipe isn't connected properly and causing the car to run mega lean!

Go back to Dans post, as he says, unless they're properly sealed they will cause issues

This was the same manifold:

I laugh in the face of carb icing! :D. That servo take-off hole is 5/8 UNF, find or make a bolt to fit. It's worth your while making sure the end of the bolt doesn't stick out into the flow;I used chemical metal to smoooooth it off.

From what you've said it sounds like the engine has been tuned with the emissions port open. This means it's making the best it can of the unregulated airflow and so for a lot of the time it is OK but it can't cope with all conditions. So if you plug it up you will need to do some retuning before it will run smoothly, it will be better once tuned though.

Time and again we have said this and it doesn't seem to sink in but here we go again, manifold heating has absolutely nothing to do with carb icing. Manifold heating will have no measurable impact on the temperature and so density of the inlet charge. Whether or not you hook it up is entirely up to you however, it's your car. Just let's not trot out tired and unsupportable excuses to pretend it's anything other than personal preference.
