I found this tool in the box of parts which came with my car.  Can someone tell me what its purpose is?

It's nothing to do with a mini. Just a random bent metal bar with a square each end. Certainly not for the sump plug! That requies a 15/16 inch AF spanner.

If my memory does not fail me, it is a plumber´s tool used to replace the threaded brass seats on certain types of faucets or valves.

I didn't say for a mini. A lot of other vehicles use sump plugs with a square slots, Peugeot for example.

Not sure of the diameter, but it could be one of those keys for getting out a radio if it's only a few mm diameter

Nope, it goes with your collection of home improvement/repair tools.  As mentioned above it's for putting seats in faucet valves.  Go to the Home Depot web site and enter part number T156 in the search field.  It's cheap enough to throw out but if you have an older house with older faucets you might need it some day.
