Is it actually stuck, or is the spring broken therefore not pulling it up fully? whatever is causing it, the head will have to come off.

the spring dosnt look broke , but i was peed off about it so didnt check entirely

you should deffo give it a crack then,
pretty easy to get a mini head off... manifolds of (5 nuts) top rad hose and heater hose off, rocker cover off, head nuts off, rockers off, push rods out, head off.
5 nuts ?

think abit of suit built up i gave it a tap with a hammer and it popped back up and it never missed a beat after that
