I'm pretty sure carb is higher than the level of the fuel in the tank......you tell me, how is it flowing? pump not running, fuel isn't higher than the tank unless you really brim it - tank has to be pressurizing.

Those hose should be pressurized with a couple of seconds, not minutes. For what it's worth, the pump should be on an ignition dependent feed, not running all the time.

The carb has a float chamber to meter fuel into the carb as it is required.

Other than pressure the only other thing I can think of is gravity, but this was in a level garage and as you mentioned carb is higher than tank. But how can it be pressurized with the cap off. Maybe pressure in the lines that still needed to escape?

The fuel pump is hooked up to ignition (turns on when key is on "on" position). What I meant about the hose getting pressurized in a few minutes is pressure in excess of the 3psi needed by the carb. One can hear the pump noise/vibration change after a few minutes of running with engine off. It sounds like a pump slowing down or straining.

I guess the oil pressure switch is a good thing (as per instructions) just need a prime (momentary) switch. Or just don't leave key in on position.

I set the carb float around 6months to a year ago. But didn't drive it til this month, except for the occasional start up to test various stuff (alternator, water pump etc). Might need to be re-checked.
